Then restart the computer and go to Microsoft's web site and manually get the updates. Following the advice has rejuvenated my 8+ year old vista pc. My computer is now downloading updates smoothly after 3 days of tinkering and getting nowhere.

Edit: @debodun, have you tried running the Windows Update Readiness Tool? Still nothing. It really sucked working on a computer with that behaviour. Svchost High Cpu Windows 10 Solution 2.
