If I understand how ARP works the hardware address should never change as it's defined by the network card in the destination machine. Can anyone think of a reason why WinMgmt.exe has suddenly started behaving like this? If I clear the ARP table (arp -d) the following ping requests respond.

I've done that but it hasn't made any difference.
