- Whatever I read mentions that there may be a problem in the Registry, but anything I have tried has solved this issue.

I can go in msconfig and alter the startup. You will be prompted when the script is done. Only other thing I can think of is a service, have you looked at the services on the PC to see if there is anything odd there? Also does this happen
