When I talk about "Thanking in advance" a waiter I mean thanking before he/she has agreed. Never once did I think I would be offending anyone by that phrase. Depends upon where you come from. But perhaps it's best to try to assume positive intentions when people use it. (Like when someone wants to "touch base" with me, I try very hard not to make a What is the difference between saying "thank you for x y z" and "Thank you in advance for x y x"?
