  1. I just upgraded to Win XP SP3, and out of nowhere, arose this issue.
  2. Went into Internet Explorer Tools-Internet Options-Programs-Manage Ad-Ons and disabled "HP Download Manager".
  3. This is a sign of explorer.exe hanging.
  4. Can someone help me?

I've had this problem for the past two months and the only thing that stopped it was turning off Windows auto updates. It seemed to work for a few hours, but the "Norton internet ...........Background tasks", popup is back doing its dirty deed.

I shouldn't have been so quick to blame Norton but it was a recently added application.  My mistake was not realizing I had also recently upgraded RetroExpress. Would it have worked if I had just downloaded and run fix_svchost.bat?
